Even with the policy shift of boosting domestic consumption, and even with China's total trade is 20% lower than last year, it seems that to some extent the government is still following the old export-oriented development model. 

According to Beijing Business News, the Ministry of Finance recently formulated and issued Interim Measures to subsidize institutions that provide financial guarantees for small and medium sized foreign trade enterprises.  The Measures defines three ways to encourage institutions to carry out financial guarantees for small and medium foreign trade enterprises with special funds.

Based upon the Interim Measures, guarantee institutions carrying out financial guarantees for small and medium sized foreign trade enterprises can receive subsidies up to 2% of the guarantee amount.

To encourage institutions providing low-rate guarantee services, and reward the guarantee business for small and medium foreign trade enterprises, institutions whose guarantee rate is lower than 50% of the bank’s benchmark lending rate over the same period can receive up to 50% of the benchmark bank lending rate.

To support local governments in less developed area to fund and establish guarantee institutions, central government will subsidize up to 30% of local government’s funding contributions.
