To fend off the international financial crisis, foster the development of new industries, and make China more competitive in the future, the National Development and Reform Commission is setting up a new plan to develop the energy saving and environmental protection industries.  This plan is at the stage of soliciting opinions from relevant areas.  It is said that the plan will cover industry sectors of energy saving, resource recycling, and environmental protection, from technology, equipment, products, to services.
