China's Initial Anti-Dumping/subsidies ruling on electric steel Imports from U.S. and Russia |

Ministry of Commerce released Announcement No.99, 2009 On December 10th, 2009. It makes public the initial anti-dumping and anti-subsidies ruling on electric steel imports from U.S. and Russia.
Responsible Officer from Bureau of Fair Trade stated that this was the first time this was the first time for China to conduct anti-subsidies investigation on imports, and also the first time to make anti-subsidies and anti-dumping investigation on imports from the same country simultaneously. The initial ruling was made in a fair, reasonable, due process and transparent manner, by strictly following regulations of the World Trade Organization (WTO) and China laws.
Investigations showed that dumping existed on flat-rolled electrical steel imports originated from the U.S. and Russia and imports from U.S. were subsidized, and the Chinese steel industry were damaged. So the initial ruling stated that from December 11, 2009, China would levy relevant margin money for electrical steel products from the U.S. and Russia. The dumping margin made by American companies ranged from 10.7 to 25%, and the ad valorem subsidization rate ranged from 11.7 to 12.0%. The dumping margin made by Russian companies ranged from 4.6% to 25%. The investigation departments will make an objective and fair final ruling according to the results of further investigations and relevant laws.
